You need a distributor. Publishing Company "A" may act as a distributor
for publishing companies "B" "C" and "D". If your publishing company
does not operate in the USA or the UK you need to make an arrangement
with a company that does operate in the USA or the UK to distribute your
books. Generally this arrangement is made with another publisher but not
always.

I worked for a book vendor for 5 years - supplying books to academic
libraries - and I know that we were sometimes the exclusive distributor
for a publication. The usual practice is to deal with another publisher.
