Hi Erica,
I don't mean to sound like I am calling attention to myself, but my dissertation was on how museums interpret Native American art and culture and I included a fair amount of information about federal legislation including NAGPRA. The bibliography that I included might be very helpful to you, and there are some transcribed interviews with several Native American individuals, both artists and museum professionals. Of course, this is now ten years old, but perhaps the resources would be of some help.
You could access the dissertation through the Penn State (State College, PA) library.
