You may want to contact Roxana Adams at the American Association of Museums.
They're working on a best practices document regarding interpretation. I
know this as The National Interpretive Project. As a part of that project,
select museums met regionally last fall to discuss standards. This was
after the planning group met and after each of the selected regional museums
completed and submitted a self-study document. The project covers all
museums from Art to Zoo but there certainly were a lot of history museums
included. It addresses all levels of interpretation, including exhibits. I
think you will find this project interesting. My information is at the
office or I'd provide a better contact.
