In case you are not aware of it, THE SASAKAWA PEACE FOUNDATION, 3-12-12
Mita, Minato-ku, Tokyo 108, Tel: 03-3769-2081  URL: http://www.spf.org
maintains an office, a gallery, a library and a staff in Washington,
D.C.  The objectives of this office are to bring Japanese Art to the
U.S. Public, among other things, and they might be able to assist you
with some research work on the building in question.  I know Art History
in a far cry from "Motorboat Racing," but they might be able to help.
