Michael,
The only way to stop air loss completely is to have the tires foam filled.  This is something that is done with industrial and agricultural tires all the time.  We have used it on a small number of aircraft tires on outside display.  This is pretty much a non-reversible treatment as they will put small holes in the tread to let the air escape as the foam expands.

The other alternative is to have custom wood or metal stands built to support the piece with the tires just barely off the floor.  This is best for the long-term life of the tires as they will not flat spot and it doesn't matter if they're holding air or not - unless you need to move them - in which case you then air them up, move the piece and put it back on it's stands.
