Cash flow is the reality, though.  If the Smithsonian remains free, how
do you know it won't have to severely cut back, affecting the visitor
experience.

I say "NO" as it is one of our great benefits as a citizen of the US.  I
enjoyed the Smithsonian museums a great deal as a college student and
grad student.  I would not have been able to take advantage if there was
a fee.  I am sure the fee would have out weighed my interest. 
Besides going to school in DC, I was also a foster care social worker so
I know the great divide of politicians and poverty populations residing
in the city.  I think attaching a fee would eliminate any potential of
linking the urban residents of DC to the museums.

As a museum professional I can see why the question of admission comes
up.  I think a compromise, if one is necessary; can be to have free base
admission and then charge for special exhibits and/or programs.
