Im looking in the DICTIONARY OF PAPER (American Paper and Pulp Association,
1951)
and find these definitions:

oiled paper: a strong paper treated with boiled linseed oil and turpentine.
Its cheif use is in copying letter books. Thinner papers, generally manila
wrapping saturated with a neutral mineral oil, used for packing purposes.
See also loin paper. (Which turns out to be butcher's paper, treated with
petrolatum or white oil.

There are some other entries on oiled papers but without much detail. There
are updated editions of this dictionary.
