Considering the remoteness of your site (at least from the perspective
of Chicago!) you might consider offering institutions or organizations
some alternatives during your first phase.  Perhaps a few other museums
might offer small displays and virtual linkups to their own
institutions, or teleconferencing to make the visit something people
couldn't do at home?  Or perhaps a start-up museum might be willing to
go for a ten-year lease at your site, but have the option of relocating
after that time.  Maybe your museum complex is sort of a museum mall
rather than a group of museums with an integrated mission/purpose?

Just thinkin' out of the box.
