Dear George,
        I don't believe that they deal exclusively with soap, but there is
the Halton Chemical Industry Museum in Cheshire that is housed in a
building once owned by soap manufacturer, William Gossage.  According to
The Cambridge Guide to the Museums of Britain and Ireland (copyright 1989),
the Halton Museum is located on Mersey Road, Wines, Cheshire Wa8 0DG.  Hope
this helps.
