I think this stems from a desire to make sure that the volunteer is
committed and stays around for a while.  Training, supporting, supervising
and orienting volunteers *should* be something that a museum dedicates some
time to.  Non-profits in general like to make sure that the volunteer is
serious ebfore they invest training time.  Requesting a time commitment is
one way to do this.
