I'm encountering this problem from the perspective of a fabricator.
We're finding increasingly that historical societies will only
provide digital images. If we want to use something as a large image
or wall murals, the source often cannot provide the high res scans we
need, but we can't get access to a neg or print to have the scans
done.  We're also finding more and more clients are using digital
cameras, which often limits use size of their photos to around 8 x 10
inches. This is pretty small for a display image on an interpretive
panel, and completely unusable for a mural or large background image.
Even with software that can boost resolution, there's a limit to what
we can do electronically.

We encourage people to keep shooting in film and keep your original
prints and negs!
