You mention "agency" which would seem to be very different from a museum photo
archive.  I don't know of any museum that would charge $450.00 to use a
(tattered) 8x10" in a scholarly publication.  But this would be the place to
ask...anybody?  As for the tattered print, I definately would've demanded a
new print -- especially at those usage prices.
