In fact, I have had donors come to the museum demanding the return of images (and objects) because they were not being used in exhibits.  The public expectation is considerably different than the legal requirements or the concerns of the artist in a commercial sense.  In small history museums the matter is further complicated by an image having been captured on the old family Brownie by Uncle Joe.  There is, of course, no substitute for good paperwork, but many of us have collections gathered with little concern for such issues.
