Human Resources Manager

Who We Are: 

The Edward M. Kennedy Institute for the United States Senate (the EMK Institute) is dedicated to educating the public about our government, invigorating public discourse, encouraging participatory democracy, and inspiring the next generation of citizens and leaders.

We believe that the Edward M. Kennedy Institute for the United States Senate will be one of the leading organizations working to turn the tide on civic education. Offering a new model for education and outreach, the EMK Institute will invite the American public into the discourse on the challenges facing the nation. Toward that end, the EMK Institute will be a portal into the legislative process and a training ground for the decision-makers of the future.

This Role: 

Reporting to the Chief Operating Officer, the Human Resources Manager is primarily responsible for the provision of Human Resources strategy, services, policies, and programs for the Institute. 

Primary Responsibilities:  

	Develops and leads recruitment process, including the development of a comprehensive recruitment strategy and the establishment of standards for recruitment and selection of all staff, in order to recruit high level professionals to work for the Institute.
	Oversees all of the organization’s hires and works with department heads and managers to implement a smooth and professional staffing process.
	Originates and leads Human Resources strategy, objectives, policies, and practices that will provide an employee-oriented, high-performance culture that emphasizes quality and productivity.
	Institutes and implements a performance evaluation system.
	Develops and administers professional development and training policies and procedures.
	Develops and leads employee orientation, development and training programs for all staff to stimulate a “learning organization”.
	Leads the ongoing development of a superior workforce, through effective performance management and improvement systems.
	Develops and maintains employee compensation and benefit programs.  Leads efforts to ensure a comprehensive program of benefits and services to promote employee safety, welfare, and wellness.
	Directs the preparation and maintenance of human resource documents and reports, and the maintenance of employee records.
	Develops and administers programs, procedures, and guidelines to help align the workforce with strategic goals of the Institute.
	Participates in periodic staffing and compensation reviews.


The Ideal Candidate:  

The ideal candidate will have:

	Experience in the primary responsibilities listed above.
	Experience working in a similar organization within the cultural sector. 
	Knowledge of and interest in the workings of the US Senate and the Institute’s program related thereto.
	Knowledge of and experience in the the principles and practices of the Human Resources function of a growing, non-profit organization or similar, complex operation.
	Outstanding personal and professional qualities.
	A team player that knows how to work with a diverse staff.


Qualifications and Skills: 

	Bachelor’s Degree in Human Resources, Business or related field; or equivalent combination of training and experience.
	Experience building diverse teams of talented staff.
	Five years of progressively responsible Human Resources experience with a minimum of three years in an administrator or manager capacity. 
	Three years experience processing payroll and other administrative human resources functions.
	Demonstrated knowledge of principles and practices of human resources administration in both the public and private sectors; current State and Federal employment practices; principles of organization and management.
	Strong written, verbal, and interpersonal skills.
	Good problem solving skills, proficiency in Excel, Word and PowerPoint.
	Experience working with cultural organizations a plus.
	Track record of developing, and delivering quality Human Resources policies, program and practices in a dynamic organization.
	Excellent communication and interpersonal skills at an executive level.
