I wasn't going to add anymore to this boulibasse, but part of a phone
conversation a few minutes ago brought me around.
 
A friend who loves gardening decided to enroll in a local, community
college, horticulture program.
 
With a liberal arts degree, two masters degrees (one is an MLS), reads
and speaks Latin, Greek, French, author of a couple of books and many
*professional* articles, he requested an exemption from the Eng. 101
requirement.
 
They were unable to accomodate him.  Part of the core; must assure that
graduates are able to read!  Can't bend the rules; that would be
unprofessional.
 
Right now he's waiting for the college president to return his call....
