I know it's useful to have a written plan as a model, but don't forget
that while the written product is important later, more important is the
process that you used to get to it through a structured process which
acquires input from your leadership and constituents. Without that, the
buy-in of those needed to make it all happen isn't there and it may be
really hard to meet your goals.  Maybe other Museum-L ers will have some
specific references to guide you.  (Mine still seem to be in the moving
boxes.)
