I did some registration work several years ago for a state arts council.
They didn't have funds to staff a full-time conservator so contracted for
the equivalent of half-time wages and allowed her to do private work in the
lab.  She was successful at keeping her private supplies separate from the
state supplies, and it worked out very well for the conservator, the arts
council and the
community.
