Ellen Holdorf's museum's loan procedure sounds extraordinarily cumbersome.
Having to get approval from separate boards or organizations which helped
acquire an object seems to me rather unusual: it doesn't seem right that they
should have a perpetual say in what will be done with the object.  Is this an
administrative decision or the requirement of these acquisition groups or
funds?  I would think that a registrar would be in a good position to try to
renegotiate with a director and get the process simplified.  Good luck.
