In addition to the organization's By-Laws, the Andrew Carnegie Free Library and Music Hall (which includes a small Civil War Museum) in Carnegie, Pennsylvania was established by a Declaration of Trust written by Andrew Carnegie. This is, in essence, the organization's constitution. Both the Declaration of Trust agreement and the By-Laws are given to each new Board member.
