My suggestion is intended if you are looking for a way to save money.

You are going to think this is a bit strange, but it worked.  I mounted
the top portion of a 1840's silk bodice the following way.

I took an hurricane glass (originally used to go around a candle) and
the built a "T" shaped form out of foam cord to stand in the middle of
the hurricane glass.  (I used the hurricane glass for the same reason
you are having a hard time finding a form.  The waist on the bodice is
so tiny.)  I then wrapped the "t" shaped form in ethafoam.  Next I
mounted the bodice onto the "t" form/hurricane glass. I then filled in
the bodice and the sleeves with more ethafoam.  The bodice is on
display and you would never know what I started out with.
