I recommend you contact COSI Toledo: 419-244-2674.   The have an
interactive water exhibit area overlooking the Maumee River/Bay.    After
two years of operations, they should have a good idea of which things are
working well and what they would do differently. 

COSI Columbus, where I work, is about to expand to a new site, and we will
have an interactive water area, too.  Since we haven't built it or used it
yet with visitors, I can't recommend you try our site for another year!
