a couple of thoughts....
*with our small admission charge we have higher visitor attendence that when admission wasn't charged.  our fee helps (at least a little) with cost of exhibits we bring in.  we have had relatively little reaction to it, mostly winter visitors who only came while they were "down
here" or who would visit only when waiting to pick someone up from the airport.
*we do charge teachers when they come with school groups ( we only comp bus drivers in the group)
*also, when we lived in Williamsburg, locals could, by presenting a utility bill and id, get a pass for Colonial Williamsburg that was good for (i think) one year.
