I have seen this from personal experience.  If a business can get away with
paying someone the minimum wage or up to $8.50 they will.  On the other
hand, if you work for some of the bigger outfits that have preparators on
board like Fortess/FAE (don't mean to point out anyone in particular) or
other freight/exhibition companies that offer exhibit installation services
you are going to find the range to be upwards to $40 an hour and more.  And
yes, it does depend what you install - now that range doesn't sound too
ridiculous anymore, does it?
