I would agree that if you are hiring for multiple employee positions that
come open regularly that is one thing.  But the position that I applied for
was an collections/exhibit position they only have one of and it was in my
home town where I have been trying to go back to for years so I regularly
watch all the lists for potential jobs and would have seen if had been
"reposted" because it had reopened. 

I did go to the interview (which I had to pay all the expenses to do) and
was told they had put it off for a variety of reasons which boiled down to
"we were too busy to hire someone."  Then, they told me after the interview
that someone would call to let me know even if I didn't get the position.
They never contacted me.  

I think there is a huge difference between a newly opened position (even one
with the same title) and the same position which was "so important" to them
they couldn't find the time to fill it for over a year. Since that time,
other positions including that one have come open with that institution, but
despite my desire to be back home near my family, I would never consider
applying for a position there again.

Regarding getting contacted after one year, it may not be that the job
wasn't important to the museum. This is what happened to us:

At our museum, there are several part-time people with the job
classification of "Museum Aide".

Two years ago, a job opened up. There were applications, interviews, and
a candidate got the job.

Five months later, one of the other Museum Aides quit. This job was left
temporarily open.

Six months later (eleven months after the last hiring), another Museum
Aide quit. Now two positions were open. Because less than a year had
passed since the previous job opening for that position, my manager was
obligated to go back to the pool of previous applications. "Number two"
and "Number three" were called--practically a year after their original
application--were still interested, and both took the job.

Six weeks later, one of the new Aides quit. A job posting was released,
and a new set of applicants interviewed. One was hired, and thankfully
she's still with us!
