Julie and Katie,

At a University museum that I previously worked at they had a wonderful,
inexpensive advertising campaign in order to increase numbers that I would
like to suggest to you (I'm sorry I don't have attendance numbers to share
with you as it has been years since I worked there).

At times when they felt attendance was low they would send flyers out to all
the academic departments and specific professors/TA etc.  advertising what
the museum could offer to the students of those classes.  This being a
natural history museum most of the response came from the biology and
anthropology departments.  However, they got creative with it.  They
suggested that the art instructors come to the museum and use the exhibits
for still life studies.  Business classes were sent over to analyze our gift
shop set-up.  Interior design majors and architect majors studied the
structure and design of exhibits.  Textile majors were sent over during
their units on historical fabric.

I would say by the time all was said and done nearly every freshman level
class found some way to use the museum to its benefit and it was a great way
to get the museum introduced to incoming students that may not have thought
to go to the museum otherwise.  I hope this might help you some.
