It depends on the museum. If it is a Federally funded museum run by
the Navy like the USS Constitution in Boston, then some employees are
active duty Navy. The Constitution has its own captain and crew made
up of Navy officers and enlisted. They are responsible for the day to
day running and maintenance of the ship tho' their positions are
mainly ceremonial - sort of like the Old Guard in the Army. The rest
of the positions are federal, US government positions.

The Center for Navy History in DC probably has some active duty Navy
there as well tho' the historian types will be officers and the
"office grunts" like clerks and HR types will be enlisted. Most of the
positions at the CNH are federal civilian ones tho'.

If the museum is not run by the US Navy like the USS Constellation in
Baltimore or the Nautilus in Norfork, then all employees are civilian
just like any other museum.
