Change in Eligibility for IMLS Library and Museum Collaborative Projects;
New Funding Opportunities

With its 2005 National Leadership Grant guidelines, the Institute 
of Museum and Library Services introduced new categories of grant 
funding that promote collaboration between libraries and museums, 
as well as with other organizations, in all categories.  The 
categories of funding, which are identical for libraries and 
museums, are:

Advancing Learning Communities, which supports the development of 
learning networks and services for people of all ages.

Building Digital Resources, that supports the creation, use, and 
preservation of significant digital resources as well as the 
development of digital management tools.

Research and Demonstration, which supports basic and applied 
research and demonstration projects to test potential solutions to 
problems in a real-world environment.

The previous category of Library and Museum Collaborations has been 
eliminated.  Under that category, IMLS required applications to 
include at least one eligible library applicant and at least one 
eligible museum applicant.  Applications from libraries and museums 
under the same parent organization were prohibited unless each had 
independent administrative authority and a separately developed 
operating budget within the larger budget of the parent 
organization.  In effect, applications from libraries and museums 
within a single institution of higher education were discouraged by 
this policy, even when technically eligible.  The new categories of 
funding encourage collaborations of all types but do not require 
formal partnerships.

IMLS encourages applications from libraries, museums, and other 
entities working collaboratively within a larger parent 
organization, such as an institution of higher education, whenever 
the collaboration will enhance the institution’s library and museum 
services.  For example, projects that take advantage of shared 
technology infrastructure to provide enhanced access to library and 
museum resources across collections are encouraged.

The application deadline for 2005 National Leadership Grants in all 
categories is February 1.  Guidelines are on the IMLS Web site at

The Institute of Museum and Library Services is an independent 
Federal grant-making agency dedicated to creating and sustaining a 
nation of learners by helping libraries and museums serve their

expand the educational benefit of libraries and museums.
