How cheap do you want to be?  At our little historical society we were given
an old, gutted bathroom in which to store our paintings.  What we did was
build an Equipto shelf in the bathroom (a nightmare in itself) and build
X-shaped partitions within each shelf with padded wire.  This way we could
make the partitions as skinny or as wide as we needed.
 
This suggestion probably isn't helpful at all.  Oh well.
