I don't think anyone is suggesting submitting the same claim to two companies.  In some circumstances, it's
advantageous to have one policy covering one person (and offspring, if any) and a separate policy covering the
spouse.  Neither of the two main insurees would be covered under the other's policy and no double dipping possible.
