I'm trying to find some information for a local historical society on
purchasing objects for their collection. They have some board members who
are concerned about paying money for objects, and are looking for some
guidance.

Specifically I'm looking for any reference materials (books, articles, etc.)
that might talk about the pros & cons of purchasing, guidelines for
purchasing, the role purchasing plays in collections management, etc.
(especially in the small museum setting).
