ISBN numbers are tied to the individual publisher - when you switch publishers the ISBN number has to change. Is he just the printer or is he also the publisher? If he got your ISBN number for you he may consider himself the publisher and hence is correct in that that is "his" ISBN.

Often, the same ISBN number is used for both the first and second editions of a book. However, if the second edition is materially different from the first it would be a good idea to get a new ISBN number. Otherwise, it becomes confusing for libraries,  bookstores and consumers.
