I've never heard of a grant writer who will work on a percentage,
   though they may be out there. It's considered unethical by most
   people...at least a conflict of interest.  Consider how you would feel
   if you were a foundation and you knew that a % of your grant was going
   to the writer of the proposal...Kinda tacky.
