We are contracting an independent curator for an upcoming exhibition of
contemporary art.  Because the curator's fee is over a certain amount, we
are required to go through our organizational bidding procedures.
Traditionally, "bidding" happens through RFPs, price quotes from other
curators, or documented amounts used by comparable institutions for similar
projects.  I've hit roadblocks on each of these avenues.

Any suggestions?
