For non-paper artefacts, we use B-72 pellets we buy from Carr McLean,
and dissolve them in acetone to our desired consistency.  We use this
for our top and finishing coats, and mark the numbers with white or
black (depending on which contrasts best with the colour of the
artefact) Pelikan drawing ink applied by dip pen.  Carr McLean used to
sell pre-mixed B-72 in sets, one a clear top coat and a base coat that
had a white pigment in it, so you could get away with using just black
ink for numbering, but I think they discontinued that several years ago
(it was when I couldn't get these pre-mixed sets that I started buying
the pellets).  For marking paper and carboard, we use a soft pencil, one
that has the pink eraser cut off it so there's never the tempation to
use it to erase marks off an artefact (we only use white vinyl erasers
for that).
