Since you asked for readings and a few replies have mentioned the origins of
outreach, you may want to review my dissertation  "Museum Outreach/Loan
Progams: Historical Perspective and Present Scope" completed in 1981.

Two articles have also been published in Curator: "A Survey of Outreach
Programs Offered by Museums" 26, no. 2 (June 1983): 155-74 and "A Traveling
Museum and Where It Went" 32, no. 3 (September 1989): 199-211.
