Hi Jennifer,
I think that the decision whether to empty the lamp or not should be based 
partly on the intended use.  If it is to be displayed in a period room or 
an historic house, it probably should retain its kerosene.  If it is to go 
into collections storage, the kerosene should be disposed of.
Kerosene is normally very stable.  It should be clear and the orange color 
is probably the result of impurities.
If you decide to empty the lamp, any place that changes oil in cars should 
be able to add it to their recycled oil.
