Just a small addition to the discussion...

My grandfather grew up in rural Ontario, Canada during the Depression - as
a child he had a goat cart as well as two (rather ornery) white billy goats
to pull it. We have several black and white photos of the cart with my
grandfather at the reins. The harnesses were minature version of horse
harnesses and quite extensive. Both my grandfather and grandmother grew up
on farms during this time - neither family had much money - but I have
always assumed the goats were a way to prepare a young child (my
grandfather was probably about 5 in the photos) for the job of working with
the workhorses later.
