How is the "fund" developed?  Corporate/Foundation contributions?  Operating budget allocation?

If children are on free or reduced lunch at school, they are eligible.
The teacher then prepares a letter stating the number of children in the
class that meet this criteria and the letter is signed by the
principal/director of the school.  We approve/deny scholarship and then
notify the teacher of the scholarship amount.  We approve nearly 100% of
these requests.  We also use this fund for select adult groups, too.
The fund is large enough that we can accommodate just about everyone who
has a need.

We charge admission but also have a scholarship fund so that every child
can attend.  I think it is a necessity of admission is charged.
