In a similar case we used a large diameter roll (9in.) and lined the
textiles with polyester fabric lining.  I'm sure tissue would work as well.
I think, in our situation, it was the large diameter roll that made the
difference.

The batting they used is in the form of a thin piece of cotton material.
Generally the shattering is limited to one or two specific colors, which
would
seem to indicate it has more to do with the dye used.
