I read in Howard Reingold's new book "Networked Society" that a muicipality
in southern California established a FreeNet (public bulletin board
service).  Its stations were located in public spaces like libraries as
well as outdoor locations for use by their homeless population.  These
outdoor stations were used frequently and must have been well engineered to
work inspite of the elements.
 
My experience with monitors used (mac machines, apartment listings, etc.)
outside suggests that carefull attention needs to be given to shielding the
screen from sunlight.
