The appendix of A Deaccession Reader (edited by Stephen Weil and available
from AAM) has the Report of the RC-AAM's Deaccessioning Task Force that
surveyed about 80 museums' deaccessioning policies.   It would probably be a
real good place to start.  I can't recall any policy that requires that long
a "cooling off period" between decision and action.
