We are developing an in-school program for 4th graders on local
government.  We are thinking about covering the following:
*  functions of various levels of government
*  history of local government and its bearing on    today's politics
*  an important ongoing (county) issue and what influence it has on the
lives of the students
*  presenting potential problems, and helping students to develop an
action plan

The trick is to make this all interesting to and relevant for a child
this age.  Has anyone done or seen programming along these lines?  I
would greatly appreciate any insights.
