Hi, Sarah--

I might be misunderstanding your question--I probably am.  It sounds like
you are proposing to establish membership-based annual giving groups that
support specific projects/programs within the parent organization.

You may want to take a look at the following web site to get some ideas
about structure, etc.:
Friends of Libraries USA
http://www.folusa.org/

Also, hospitals typically do this (e.g., "Friends of the Cardiology
Department," etc.)

My own opinion is that you should proceed carefully.  Creating too many
special interest groups will dilute your overall fundraising and multiply
your administrative hassles.  But that is just my experience.
