This appears to be a great synopsis, and thank you for
doing it.

QUESTION:  Given the high cost of travel, the
multinational membership base, the tragic low wages
for museum staff, and the advances in technology, are
ICOM and perhaps AAM giving any consideration to
holding videoconferencing and/or web-based meetings?

With the former, participants could gather in multiple
locations and conceivably be a part of the conference.
 With the latter, folks could join in on line at their
office or home.  With the advancements in multimedia
on computers, it could be quasi live.

I realize the impacts on museum computers (they're not
always state of the art).  And I know Billy Gates gets
tapped for everything under the sun (and does
phenomenal charitable things), but this seems like a
hit em up kind of thing.  If you're wanting to update
the museum world and refresh with new blood, you may
wish to consider new-school technologies.

Now, that also brings the drawback that the old guard
are sometimes not as computer savvy as they could be
(though not an absolute valid generalization because
"this old buzzard", LOL works on the skills all the
time, and AARP is encouraging the 50+ group to
participate), so their may be some resistance to the
concept.  But getting people together via net meeting
or what have you may be a very valid way to engage and
enlighten more.

At the corporation for which I work, we
videoconference all the time. It's wound up saving the
company a great deal of money in terms of time,
travel, and productivity.

Something to consider.
