Laura,
A well-constructed primer (from a Canadian legal perspective) is "Legaleasy:
a step-by-step legal guide to collecting for Canadian galleries and
museums", written by Ella Agnew (a Toronto lawyer specializing in cultural
law) and published by the Ontario Association of Art Galleries in
collaboration with the Canadian Museums Association (from whom is is available).

The technicalities differ between American and Canadian law but many of the
issues from the perspective of the museum are the same.
