There is a fascinating curriculum plan that was formulated by
photographer Wendy Ewald, called "Literacy through Photography".  Her
emphasis is on getting kids to use photography to record personal
narrative as a self-expressive art form, but it could easily apply to
a community-based or historical narrative as well.

I believe the materials are available through the Center for
Documentary Studies at Duke University in North Carolina.

Ewald won a MacArthur Fellowship "Genius Award" for her work in this area.
