  Mariner's Museum does not operate its boats either.  Presently none of 
them are even in the water, though there small craft collection used to be. 
I just took photographs  of these vessels for a upcoming exhibit we are 
doing.

   Probably the best place to contact for actually using a collection would 
be Mystic Seaport.  They sail at least one of their historic vessels.  They 
have a small boat rental program as well, though I believe that those are 
all modern made traditional boats.  I am not sure who to send you too up 
there.  My previous contact at Mystic is no longer employed there.
