Your first request for standards is a large one, in Canada the Museum
Assistance Program (MAP) of the federal Department of heritage have
staff who assist on these matter, The Canadian Conservation Institute have
put out a number of publications. Many books have been written on the
subject, I would suggest that you either  contact your local library or
your local museums association for a list. It might also be wise for
you to put into your budget money for hiring a consultant who specializes
in such matter.
 
Publications for museums include MUSE by the Canadian Museums Association,
CCI bulletin, etc.
 
Software: Eloquent;Heritage Sentinel; Curator;Clio; Mars are some of the
software that have been developed specifically for museum/heritage use
other software that I a, aware of being used in museums include: Foxpro;
Access; Gencat; Revelations; Dbase;Smart;Filemaker; etc.
