Mark,
I attended a class at Harvard University Art Museums (the Fogg) and in the
study room there are works on paper (dry point, other intaglio prints,
lithographs, mezzotints, etc.) stored flat in file cabinets.  They were
placed on mounts ( a heavy cardboard type mount) and covered with tissue
paper to keep the images from rubbing against the matting on top of them.
