The Military doesn't require  staff to be active duty. Most museums will 
have a certain number of civilian employees as support staff. As a civilian 
you would work with other civilians and active duty personel, probably a 
combination of officers and enlisted.

You can attain a civilian equivelant of military rank at some point and in 
some professions.

The Department of the Navy has an on-line site for jobs for Civil Servants.
